งานวิจัยนี้มีวัตถุประสงค์เพื่อสำรวจองค์ความรู้ การวิเคราะห์และสังเคราะห์การใช้สิทธิตามรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2550 รวมถึงการเสริมสร้างมาตรการในการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมชายฝั่งภาคตะวันออก กรณีศึกษาพื้นที่ชุมชนถนนเฉลิมบูรพาชลทิต จังหวัดจันทบุรี วิธีการศึกษาเป็นการวิจัยเชิงบูรณาการ (Mixed method) ระหว่างการวิจัยเชิงประมาณและการวิจัยเชิงคุณภาพ การสัมภาษณ์เจาะลึกและการสังเกตการณ์แบบมีส่วนร่วม โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยนี้ ได้แก่ ประชาชนที่มีสิทธิเลือกตั้งที่อาศัยอยู่บริเวณชุมชนถนนเฉลิมบูรพาชลทิต จังหวัดจันทบุรีจำนวน 400 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าความถี่และค่าเฉลี่ย ผลการศึกษาพบว่า กลุ่มตัวอย่างมีความรู้ความเข้าใจในสิทธิตามรัฐธรรมนูญ ว่าด้วยการบริหารจัดการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมอยู่ในระดับปานกลาง โดยเรียงลำดับจากการมีสิทธิแสดงความคิดเห็นของตนต่อหน่วยงานที่เกี่ยวข้อง การมีสิทธิได้รับข้อมูลจากหน่วยงานราชการ และการเข้าถึงกระบวนการรับฟังความคิดเห็นในโครงการที่อาจก่อให้เกิดผลกระทบร้ายแรงต่อชุมชน ส่วนระดับความคิดเห็นเกี่ยวกับการใช้สิทธิตามรัฐธรรมนูญ ว่าด้วยการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมอยู่ในระดับปานกลาง โดยเรียงลำดับจากการมีสิทธิในการแสดงความคิดเห็นของตนต่อหน่วยงานที่เกี่ยวข้อง การให้รัฐและเอกชนร่วมรับผิดชอบกรณีผลกระทบร้ายแรงเกิดขึ้นกับชุมชนในโครงการที่รัฐอนุญาตให้ดำเนินการ และสิทธิการมีส่วนร่วมในการจัดการบำรุงรักษาและการใช้ประโยชน์จากทรัพยากรธรรมชาติและสิ่งแวดล้อม สำหรับการเสริมสร้างมาตรการในการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมชายฝั่งภาคตะวันออกนั้น สามารถกระทำได้ด้วยวิธีการบริหารจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมโดยชุมชน ภายใต้สิทธิตามรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2550

This research aimed to explore knowledge, analysis and synthesis of the exercise of the Constitution of the Kingdom of Thailand BE 2550, including measures to strengthen the management of natural resources and environment in the coast east. A Case Study: Community Area at Chalerm Burapha Chonlathit Road Chanthaburi Province The methodology was Integrated between quantitative and qualitative research :- Depth interviews and participant observation. The sample used the voters who live at the road were 400. The Statistical methods of analyze were percentage, frequency and mean. The major findings identified the sample had a deep understanding of Constitutional Right in the management of natural resources and environment were moderate. In descending order of their right to express their opinion to the relevant government The right to receive information from government agencies. and access to the public hearing on the project is likely to cause serious consequences to the community. The level of opinion on constitutional rights. The management of natural resources and the environment was moderate. In descending order of their right to express their opinion to the relevant authorities. The government and private agencies responsible for the serious consequences occur with community projects in the government permitted to continue and the right to participate in the management, maintenance and use of natural resources and the environment. for strengthening measures for the management of natural resources and the environment, the east coast.
