โครงการวิจัยรูปแบบและกระบวนการลดความเหลื่อมล้ำทางสังคมของเครือข่ายประมงพื้นบ้านตราดและจันทบุรีด้วยหลักปรัชญาเศรษฐกิจพอเพียงและภูมิปัญญาชาวบ้าน มีวัตถุประสงค์เพื่อ 1) ศึกษารูปแบบและกระบวนการลดความเหลื่อมล้ำทางสังคมของเครือข่ายประมงพื้นบ้านตราดและจันทบุรี 2) ศึกษาเปรียบเทียบสาเหตุและผลกระทบความเหลื่อมล้ำทางสังคมของเครือข่ายประมงพื้นบ้านตราดและจันทบุรี และ 3) ศึกษาวิธีการขับเคลื่อนการนำนโยบายไปปฏิบัติของ องค์กรปกครองท้องถิ่นและเครือข่ายประมงพื้นบ้านตราดและจันทบุรียึดหลักเศรษฐกิจพอเพียงและ ภูมิปัญญาชาวบ้านเป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ผู้ให้ข้อมูลคือกลุ่มประมงพื้นบ้านตราดและจันทบุรี จำนวน 8 กลุ่ม จัดเวทีเสวนา 18 ครั้ง ผลการวิจัยพบว่า 1. รูปแบบและกระบวนการลดความเหลื่อมล้ำทางสังคม คือ 1. การนำแบบการวิจัย เชิงปฏิบัติการแบบมีส่วนร่วมมาใช้ขับเคลื่อนกระบวนการลดความเหลื่อมล้ำทางสังคมของเครือข่ายประมงพื้นบ้านโดยผ่านกิจกรรมการฟื้นฟูทรัพยากรชายฝั่ง กิจกรรมลดรายจ่าย และกิจกรรมเพิ่มคุณภาพชีวิต 2.ระบอบประชาธิปไตยคือรูปแบบแก้ไขปัญหาความเหลื่อมล้ำทางสังคม 3.การสร้างและการขยายเครือข่ายส่งผลให้กระบวนการลดความเหลื่อมล้ำขับเคลื่อนไปได้ 2. สาเหตุความเหลื่อมล้ำทางสังคมเครือข่ายประมงพื้นบ้านตราดและจันทบุรีเหมือนกันคือมีสาเหตุมาจาก 1. ทรัพยากรชายฝั่งร่อยหรอ 2. ทุน 3. ความยากจน 4. หนี้สิน 5. กฎหมาย ส่งผลให้เกิดผลกระทบคือ 1. ทรัพยากรทางทะเลลดลง 2. เกิดช่องว่างระหว่างคนรวยกับคนจน 3. การประกอบอาชีพมีการเปลี่ยนแปลง 4. เกิดการแย่งชิงทรัพยากร 5. คุณภาพชีวิตลดลง 3. องค์กรปกครองส่วนท้องถิ่นและเครือข่ายประมงพื้นบ้านควรดำเนินการแก้ไขลดความเหลื่อมล้ำทางสังคมด้วยการทำงานเชิงบูรณาการกับทุกภาคส่วนทั้งภาครัฐและเอกชนแทนการทำงานแบบเดิม

The purposes of the research on model and process to reduce social disparities among Trat and Chanthaburi fishermen network by principles of sufficency economy and local wisdom were : 1) to study the model and process to reduce social disparities among Trat and Chanthaburi fishermen networks, 2) to compare cause and effects of social disparities among local fishing networks in Trat and Chanthaburi and 3) to study the process of policy implementation of local government organization and local fishing network in trat and Chanthaburi base on the suffciency economy and folk wisdom principles. The technique of participatory action research was employed. Research participants includes eight groups of Chanthaburi and Trat’s fishermen networks . The data were collected during their 18 forum dission. The results found that : 1. The model and process to reduce social disparities were to apply participatory action research in driving social disparities process among local fishing networks through three solution: 1. Coastal resource recovery, expense reduction and increase of life quality activities. 2. Democracy was regarded as a process to minimize socail disparities. 3. Creation and expansion of networks were paramount mechanisms of implementing a model and a process aforementioned. 2. The causes of social inequality among local fishing networks in Trat and Chanthaburi were not different, in which the causes were from: 1. gradual depletion of coastal resources, 2. capital, 3. poverty, 4. debt and 5. law that affected: 1. reduction of marine resources, 2. increasing gap between the rich and the poor, 3. change of career, 4. resource scrambling and 5. decrease of life quality. 3. The local government organizations and local fishing networks should solve the social inequality problems by integrally co-operating with all sectors both government and private sectors instead of implementing traditional administration.
