การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการ และการประเมินผลนโยบายส่งเสริม เกษตรแบบแปลงใหญ่ กรณีศึกษา กลุ่มเกษตรกรผู้ผลิตมังคุดแปลงใหญ่ ตำบลวังโตนด อำเภอนายายอาม จังหวัดจันทบุรี การดำเนินการวิจัยใช้วิธีเชิงคุณภาพ (Qualitative Research) คือ การลงสู่สนามโดยการสร้างความไว้เนื้อเชื่อใจแก่ผู้ให้ข้อมูลสำคัญ การเก็บรวบรวมข้อมูลใช้ทั้งวิธีการสัมภาษณ์ทั่วไป และการสัมภาษณ์เจาะลึก การตรวจสอบข้อมูล และการวิเคราะห์ข้อมูลเชิงคุณภาพ ผลการวิจัย พบว่า นโยบายเกษตรแปลงใหญ่ สามารสร้างโอกาสในการแข่งขันและความ มั่นคงในอาชีพเกษตรกรได้ แต่ผลลัพธ์ของการนำนโยบายนี้ไปสู่ปฏิบัติยังพบปัญหา กล่าวคือ การบริหารจัดการร่วมกันด้านกระบวนการผลิต ยังมิได้ดำเนินตามแนวนโยบายอย่างชัดเจน เพื่อใช้เป็นเครื่องมือ และกลไกในการลดต้นทุนการผลิต การพัฒนา และการเพิ่มผลผลิต ส่วนการบริหารจัดการร่วมกันด้านการตลาด แม้ว่าจะรวบรวมปริมาณมังคุดได้ในระดับหนึ่ง แต่ก็ไม่สามารถสร้างความเชื่อใจและแรงจูงใจให้แก่ผู้ค้า เพื่อให้เข้ามาทำการค้าได้ และยังต้องอาศัยตลาดภายอื่น เพื่อจำหน่ายผลผลิต ขณะที่การบริหารจัดการร่วมกันด้านอื่น ๆ ยังพบปัญหาว่า การกำหนดพื้นที่เกษตรกรรม และพื้นที่บางแห่งอยู่กระจัดกระจายกัน ซึ่งยากต่อการบริหารจัดการร่วมกัน ขาดความต่อเนื่องของนโยบายและการปฏิบัติหน้าที่ของภาครัฐ การจัดการข้อมูลข่าวสารที่จำกัด ปัญหาด้านการกำหนดกติกาภายในกลุ่ม และการไม่สามารถบูรณาการกับองค์กรปกครองส่วนท้องถิ่นข้อเสนอแนะเชิงนโยบาย และเชิงกฎหมาย การทบทวนการกำหนดขอบเขตพื้นที่เกษตรกรรม การสื่อสารนโยบาย ความต่อเนื่องในการปฏิบัติหน้าที่ของเจ้าหน้าที่รัฐ การมอบอำนาจและหน้าที่ให้องค์กรปกครองส่วนท้องถิ่นในการให้ความช่วยเหลือแก่เกษตรกร การสร้างกระบวนการมีส่วนร่วมของเกษตรกร การสร้างตลาดสามฝ่าย (ฝ่ายรัฐ ฝ่ายเกษตร และผู้ค้า) มอบอำนาจการบริหารจัดการและกำหนดกติกาภายในให้แก่กลุ่มเกษตรกร และรัฐจะต้องกำหนดนโยบายที่เกี่ยวข้องบนฐานของการมอบอำนาจนั้น

This research aimed to study policy administration and evaluation of large agricultural land plot policy: A case study of large agricultural land plot group of mangosteen orchardists in Wang Ta Nod Sub-district, Na Yai Am District, Chanthaburi Province. This case study was a qualitative research with many forms of research methodology: fieldwork by creating the trust of key informants, data collection using general interviews and in-depth interviews, and data validation The result of the research shows that the large agricultural land plot policy able to create opportunities for competition and career security but the outcome of the policy implementation was a problem, for example, management cooperation of production processes had not yet clearly followed the policy to be used as a tool and mechanisms for reducing production costs, developing and increasing the number of mangosteen, marketing cooperation, although the amount of mangosteen can be collected to a certain extent but was unable to build trust and motivation for traders in order to enter to trade and relied on other markets to distribute products, while management cooperation in other areas encountered problems that determination of agricultural land plot and some areas are spread apart which is difficult to manage together, lack of continuity policy and the performance of duties of the government sector, restriction on information management, problem in determining the rules in group, and the inability to integrate with local administrative organizations. Policy and legal feedback, for administration and evaluation of large agricultural land plot policy consisted of a review of agricultural area boundary, policy communication, continuity in performing duties of government officers, delegation of authority and responsibility to local administration organizations in providing assistance to orchardists, creating a participatory process for orchardists, creating a three-party (4) market ( government, orchardists and traders) , to authorize management power and set internal rules for orchardists and the state must establish relevant policies based on them.
