การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสำรวจผลกระทบทางสังคม กลไกของชุมชนในการจัดการผลกระทบทางสังคม มาตรการเพิ่มศักยภาพของชุมชนในการจัดการผลกระทบจากบ่อนคาสิโนชายแดนภาคตะวันออกที่มีต่อชุมชนในเขตชายแดนไทย-กัมพูชา จังหวัดสระแก้ว จันทบุรี และตราด และเสนอแนะโยบายสาธารณะในการเตรียมความพร้อมของชุมชนชายแดนในการก้าวสู่การเป็นประเทศในประชาคมเศรษฐกิจอาเซียน การดำเนินการวิจัยใช้วิธีบูรณาการ (Instigated Research) ระหว่างเชิงคุณภาพ คือ การลงสู่สนามโดยการสร้างความไว้เนื้อเชื่อใจแก่ผู้ให้ข้อมูลสำคัญ การเก็บรวบรวมข้อมูลใช้ทั้งวิธีการสัมภาษณ์ทั่วไป และการสัมภาษณ์เจาะลึก การตรวจสอบข้อมูลวิธีการสามเส้า และการวิเคราะห์ข้อมูล และเชิงปริมาณ คือ การใช้แบบสอบถาม (Questionnaire) แบบ 4 ระดับ เพราะการพนันเป็นเรื่องที่ค่อนข้างมีความอ่อนไหวต่อความรู้สึก (Sensitive Topic) เพื่อป้องกันการปกปิดความคิดเห็นที่แท้จริง จึงตัดการเลือกไม่ปานกลางหรือไม่แน่ใจออก ผลการวิจัย พบว่า ผลกระทบทางสังคม ได้แก่ (1) ชุมชนชายแดนตำบลป่าไร่ อำเภออรัญประเทศ จังหวัดสระแก้ว ในภาพรวมอยู่ในระดับไม่เห็นด้วย (2) ชุมชนชายแดนอำเภอโป่งน้ำร้อน จังหวัดจันทบุรี ในภาพรวมอยู่ในระดับเห็นด้วย และ (3) ชุมชนชายแดนตำบลหาดเล็ก อำเภอคลองใหญ่ จังหวัดตราด ในภาพรวมอยู่ในระดับเห็นด้วย ขณะที่กลไกของชุมชนในการจัดการผลกระทบทางสังคม คือ การแสดงตัวอย่างของชุมชนที่เข้าไปเกี่ยวข้องกับบ่อนคาสิโน บทบาทของผู้นำชุมชนในการชี้แนะ การแลกเปลี่ยนเรียนรู้ระหว่างชุมชน บทบาทของสถานศึกษาในการให้ความรู้ บทบาทขององค์กรปกครองส่วนท้องถิ่นในการประชาสัมพันธ์ การสร้างเครือข่าย การใช้ความเชื่อทางศาสนา และการใช้มาตรการทางกฎหมายในการจัดการกับผลกระทบ ส่วนมาตรการเพิ่มศักยภาพของชุมชนในการจัดการผลกระทบ คือ มาตรการด้านกฎหมาย (1) การกำหนดกฎหมาย หรือกฎเกณฑ์ ให้เข้มงวดมากขึ้น (2) การบังคับใช้กฎหมายอย่างจริงจัง เช่น การตรวจค้น การเข้าเมือง หรือการนำพาสิ่งของผิดกฎหมาย เป็นต้น และ (3) การตรวจค้นยานพนะทุกชนิดที่เข้าออก มาตรการด้านเศรษฐกิจ (1) การส่งเสริมอาชีพให้กับประชาชนในท้องถิ่นได้และ (2) การร่วมกลุ่มอาชีพในท้องถิ่น และมาตรการด้านสังคม (1) บทบาทของสถานศึกษาในการให้ความรู้ความเข้าใจเรื่องบ่อนคาสิโน การอบรมเลี้ยงดูตั้งแต่วัยเด็กในครอบครัว ปรึกษาปัญหาซึ่งกันและกัน (2) การให้ความรู้เกี่ยวกับผลกระทบจากการเล่นพนันทั้งในด้านผลกระทบเชิงบวก และผลกระทบเชิงลบ (3) การสร้างเครือข่ายจากทุกภาคส่วนในการจัดการกับผลกระทบ ตลอดจนการสร้างเครือข่ายระหว่างชุมชนที่มีพื้นที่ใกล้เคียงกันร่วมกันแลกเปลี่ยนเรียนรู้ซึ่งกันและกัน รวมถึงการแสดงตัวอย่างชุมชนที่เข้าไปเกี่ยวข้องกับบ่อนคาสิโน (4) การบูรณาการโดยใช้องค์กรปกครองส่วนท้องถิ่น และผู้นำชุมชน ที่มีพื้นที่รับผิดชอบเป็นเจ้าภาพในการช่วยเหลือ ประชาสัมพันธ์ ชี้แนะ หรือให้ความรู้เกี่ยวกับผลกระทบ และ (5) สร้างกิจกรรมที่สร้างสรรค์ร่วมกันในชุมชนอย่างต่อเนื่อง ข้อเสนอแนะเชิงนโยบาย บทบาทของสถานศึกษาในการให้ความรู้ความเข้าใจเรื่องบ่อนคาสิโน การสร้างเครือข่ายจากทุกภาคส่วน ตลอดจนการสร้างเครือข่ายระหว่างชุมชน การบูรณาการการทำงานโดยใช้องค์กรปกครองส่วนท้องถิ่น และผู้นำชุมชน และสร้างกิจกรรมที่สร้างสรรค์ร่วมกันในชุมชนอย่างต่อเนื่อง

This research aimed to explore the social impacts, community mechanisms of social impact management, measures to increase the capacity of communities to manage the impacts of the casino on the eastern border communities in Thai – Cambodia border:- Sakaeo, Chanthaburi and Trat Provinces and propose public policies in the preparation of the border to become the country in ASEAN Economy Community (AEC). The research methodology was an instigated research. The qualitative research was fielding by creating a trust to provide key informants, the data were collected through general and in-depth interviews, methodological triangulation, and analysis and the instrument was a questionnaire in four levels. The research found that the social impacts, including (1) the border community of Parai, Aranyaprathet, Sakaeo disagreed, (2) the border community of Pongnamron, Chantaburi agreed and (3) the border community of Hatlek, Khlongyai, Trat agreed. The mechanism of the communities to manage the social impacts were the preview of the communities which were involved in the casino, the roles of community leaders in guiding, the knowledge exchange between communities, the roles of schools in educating, the roles of local administration in public relations, networking, religious beliefs and law enforcement. The measures to increase the capacity of communities to manage the impacts were: The legal measures: (1) the laws or rules provided more stringent, (2) to enforce the laws seriously, such as inspection searches, immigration or conveying illegal articles, etc., and (3) inspection on all fleet vehicles, the economic measures: (1) promoting the profession to the local population, and (2) participate in local clusters and the social measures: (1) the role of education in providing a better understanding of the casino. Child parenting, family consulted each other, (2) educate the impact of gambling in terms of positive and negative effects, (3) create a network of all sectors to deal with the consequences. As well as networking between communities with neighborhood sharing knowledge with each other. Includes a preview of the community involved in the casino (4) the integration of the local administration and community leaders, the area hosted a responsibility to help, PR, guidance or knowledge about the effects, and (5) create a common creative activities in the community continues. The feedback Policy Found: the roles of education in providing a better understanding of the casino networking from all sectors as well as networking between communities, integrating work with local administration and community leaders and create and share creative activities in the communities regularly.
