การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ศักยภาพของหน่วยงานทั้งภาครัฐ เอกชน และท้องถิ่น เกี่ยวกับความพร้อมด้านกาลังคน ด้านทรัพยากร และด้านการนานโยบายไปสู่การปฏิบัติเพื่อรองรับนโยบายเขตเศรษฐกิจพิเศษชายแดน อาเภอคลองใหญ่ จังหวัดตราด และ 2) ศึกษาปัญหาอุปสรรค และข้อเสนอแนะในการจัดตั้งเขตเศรษฐกิจพิเศษชายแดน อาเภอคลองใหญ่ จังหวัดตราด เป็นการวิจัยเชิงคุณภาพโดยการวิจัยเอกสารและการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลสาคัญแล้วนาข้อมูลมาวิเคราะห์ด้วยการวิเคราะห์เนื้อหา โดยทาการวิเคราะห์จาแนกประเภทและแยกแยะหมวดหมู่ข้อมูลแล้วสังเคราะห์ข้อมูลสรุปผลภาพรวม ผลการวิจัยพบว่า ศักยภาพของหน่วยงานทั้งภาครัฐ เอกชน และท้องถิ่นเกี่ยวกับความพร้อมด้านกาลังคนไม่เพียงพอต่อความต้องการในการใช้แรงงาน ด้านทรัพยากรมีความสมบูรณ์มากที่สุดจังหวัดหนึ่งในประเทศ และด้านการนานโยบายไปสู่การปฏิบัติมีการดาเนินการสอดรับกันได้เป็นอย่างดีตั้งแต่ระดับนโยบายถึงระดับปฏิบัติการ ส่วนปัญหา อุปสรรค และข้อเสนอแนะพบว่า มีปัญหาที่เกิดขึ้นจากกระบวนการพัฒนาของหน่วยงานรัฐปกติ ทั้งที่รัฐเองได้พยายามแก้ไขปัญหาเหล่านั้นแต่ไม่สามารถแก้ไขได้อย่างเป็นรูปธรรม

The objectives of this research were to 1) analyze the potential of public, private, and local agencies in terms of manpower, resources and policy implementation to support Klongyai, Trat’s special border economic zone policy, and 2) study the obstacles and suggestions for Klongyai, Trat’s special border economic zone establishment. The research was a qualitative research using document study and in-depth interview with the key informants. Content analysis was employed for typology and taxonomy analysis and synthesis. The results suggested that the potential of public, private, and local agencies in terms of manpower availability was insufficient to meet labor demand; in the matter of resources, Trat province was one of the richest provinces in the country; and for policy implementation, there was well coordinated operation from policy levels to operational levels. In terms of problems, obstacles and suggestions found that there were normal problems occurring from the development process of government agencies. Though the state itself had been trying to solving those problems, but it could not be able to solve them tangibly.
