การวิจัยเรื่องการศึกษาองค์ความรู้ของบุคคลที่สร้างสรรค์ผลงานทางด้านศิลปวัฒนธรรมในจังหวัดจันทบุรี ระยอง ตราด มีจุดมุ่งหมายเพื่อศึกษาผลงานของบุคคลที่มีผลงานดีเด่นทางด้านวัฒนธรรม ในภาคตะวันออกทั้งสามจังหวัดคือ จังหวัดจันทบุรี จังหวัดระยอง และจังหวัดตราด มีด้วยกันทั้งหมดห้าสาขาคือ สาขาทัศนศิลป์ สาขาวรรณศิลป์ สาขาภูมิปัญญาพื้นบ้าน สาขาศิลปะการแสดง และสาขากีฬาและนันทนาการ เพื่อส่งเสริมสนับสนุนให้ผู้มีผลงานด้านวัฒนธรรมได้การสร้างสรรค์ผลงานอย่างต่อเนื่อง คณะผู้วิจัยได้ใช้เครื่องมือในการทำวิจัยชุดนี้โดยใช้การสำรวจ ด้านศิลปวัฒนธรรมของภาคตะวันออก จากการสัมภาษณ์บุคคลที่ทรงคุณค่าด้านศิลปวัฒนธรรมและการละเล่น การสังเกตุแบบมีส่วนร่วมจากกิจกรรมที่มีความเกี่ยวเนื่องกับการแสดง โดยผู้วิจัยได้รวบรวมเอกสารบางส่วนเพื่อเป็นฐานข้อมูลและนำไปพรรณนาผลการวิจัยในครั้งนี้ ผลการวิจัยพบว่า ในภาคตะวันออกมีความหลากหลายในด้านวัฒนธรรม มีเอกลักษณ์ของตนเองค่อนข้างชัดเจน ได้ค้นพบผลงานของบุคคลผู้เป็นปราชญ์แห่งแผ่นดินหลายท่าน และผลงานของผู้ที่ตั้งใจสร้างสรรค์ผลงาน รวมทั้งบุคคลที่มีความสามารถด้านงานวัฒนธรรมจำนวนมาก นอกจากนี้ผลงานของบุคคลเหล่านั้น มีการสร้างสรรค์ผลงานอย่างต่อเนื่อง ทำให้มีการมอบรางวัลเพชรวัฒนธรรมถิ่นบูรพาทุกปี ตั้งแต่ปี พ.ศ. 2558 เป็นต้นมาจนถึงปัจจุบัน
