งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการกระจายตัวและแนวโน้มของการพัฒนาโครงการอสังหาริมทรัพย์ในสภาวะปัจจุบันของชุมชนเมือง ในเขตอำเภอเมือง จังหวัดจันทบุรี พร้อมทั้งระบุปัญหาที่เกี่ยวข้อง การวิจัยแบ่งเป็นสองส่วน คือ 1) การศึกษารูปแบบของการกระจายตัวของโครงการอสังหาริมทรัพย์และการขยายตัวของเมืองในภาพรวมทำโดยการพิจารณาเปรียบเทียบภาพถ่ายดาวเทียมของสิ่งก่อสร้างเกิดขึ้นใหม่ในช่วงปี พ.ศ. 2545-2560 โดยใช้ Google Earth 2) การสัมภาษณ์สำรวจความคิดเห็นของผู้ประกอบการ และหน่วยงานราชการเพื่อวิเคราะห์ระบุปัญหาที่เกี่ยวข้อง การศึกษาในส่วนแรกพบว่า ในสภาวะปัจจุบัน ชุมชนเมืองมีรูปแบบการตั้งถิ่นฐานตามสภาพการพัฒนาของแต่ละพื้นที่ เช่น การตั้งถิ่นฐานแบบเป็นระเบียบ แบบกระจุกตัวและแบบตามแนวความยาวของฝั่งแม่น้ำและถนน ลักษณะการกระจายตัวของเมืองเป็นลักษณะการกระจายตามแนวแกนรูปดาว การกระจายตัวตามแนวแกนนี้ก่อให้เกิดชุมชนย่อยบริเวณรอบนอกของเมือง ผลจากการสำรวจความคิดเห็นแสดงให้เห็นปัญหาในการพัฒนาโครงการอสังหาริมทรัพย์ในสภาวะปัจจุบัน อาทิเช่น ปัญหาที่เกี่ยวข้องกับการศึกษาความเป็นไปได้ของโครงการ เทคนิคการก่อสร้างและการประกอบการ ข้อกำหนดผังเมืองและกฎหมายที่เกี่ยวข้อง และการขาดแคลนบุคลากรที่มีความรู้ เป็นต้น ภาครัฐและผู้ประกอบการสามารถใช้ผลการวิจัยนี้เป็นข้อมูลเบื้องต้นประกอบการวางแผนการพัฒนาโครงการอสังหาริมทรัพย์ การวางผังเมือง และใช้ในการศึกษาเพิ่มเติมในพื้นที่อื่นต่อไป

The objective of this research is to study the distribution pattern and trend of the real estate (re) project development in urban areas in Amphur Mueang of Chanthaburi at the present and to indicate the relating problems. The study consists of two parts. The first part involved comparing satellite photos of buildings being built from 2002 - 2017 in the selected areas using Google Earth to analyze the distribution of re projects and urban areas. Its result shows that in the present Chanthaburi urban district has a different kind of settlement such as uniform, cluster and road linear settlements. Its urban expansion is Star-type Axial Development, which urban expands along main transportation route. The expansion originated settlement of small communities in the suburb. The second part of the study involved interviewing relating township and government agencies and also private real estate developers to seek their opinions to indicate problems involving in the re development. The interviewing expressed relating problems in various aspects involving, e.g., project feasibility study, construction methodology, project management and operation, urban plan regulation and relating laws, lack of knowledgeable staff, etc. Accordingly, the relevant government agencies and re developers shall refer these study’s results as their preliminary data for analyzing and planning re project development, urban planning, and further detailed studying.
