การวิจัยนี้มีวัตถุประสงค์ คือ เพื่อศึกษาความต้องการจําเป็นของการพัฒนาครู และการ นําเสนอร้างแนวทางการพัฒนาครูในการจัดการเรียนการสอนเชิงพหุวัฒนธรรมด้านความเป็นพลเมืองดีในสาระการเรียนรู้สังคมศึกษา ได้กําหนดบุคคลผู้ให้ข้อมูลที่สําคัญ (Key-informant) ด้วยวิธีการเลือกแบบเจาะจง (Purposive Sampling) ให้ครอบคลุมเป้าหมายประชากรทุกส่วนของชุมชน ได้แก่ ครู หรือผู้สอนในกลุ่มสาระการเรียนรู้สังคมศึกษา และผู้บริหารสถานศึกษา เก็บข้อมูลด้วยแนวการสัมภาษณ์แบบมีโครงสร้างและไม่มีโครงสร้าง และการวิเคราะห์ข้อมูลโดยใช้การเทียบเคียงแนวคิด ทฤษฎี ควบคู่บริบทและใช้สถิติเชิงพรรณนาประกอบสามารถสรุปได้ดังนี้ ผลการศึกษา สามารถสรุปได้ ดังนี้ ความต้องการจําเป็นของการพัฒนาครูในการจัดการเรียนการสอนเชิงพหุวัฒนธรรมด้านความเป็นพลเมืองดีในสาระการเรียนรู้สังคมศึกษา โดยรวมมีต้องการจําเป็นในการพัฒนาเรื่องการจัดการเรียนการสอนเชิงพหุวัฒนธรรมด้านความเป็นพลเมืองดีในสาระการเรียนรู้สังคมศึกษา ส่วนปัญหา อุปสรรค และข้อเสนอแนะ มีประเด็นต่างๆ มีดังนี้ การสร้างความเข้าใจเกี่ยวกับความหมายของ “พหุวัฒนธรรม” และวิธีการจัดการเรียนการสอนพหุวัฒนธรรมในกลุ่มสาระการเรียนรู้สังคมศึกษาศาสนา และวัฒนธรรม ร่างแนวทางการพัฒนาครูในการจัดการเรียนการสอนเชิงพหุวัฒนธรรมด้านความเป็นพลเมืองดีในสาระการเรียนรู้สังคมศึกษา มีดังนี้ การบูรณาการในเนื้อหาการเรียนการสอน ( Content Integration) ควรสอนที่ยึดหลักความยุติธรรม (Equity Pedagogy) การฝึกอบรมให้กับครูหรือบุคลากรทางการศึกษาเพื่อสร้างความรู้ ความเข้าใจในเรื่อง“พหุวัฒนธรรม” ข้อเสนอแนะที่สําคัญที่ได้จากการศึกษา คือ การประชาสัมพันธ์ เพื่อให้ความรู้ สร้างความเข้าใจพหุวัฒนธรรมให้กับครูหรือบุคลากรทางการศึกษาในทุกกลุ่มสาระการเรียนรู้ในทุกโรงเรียนเพื่อให้ทุกคนได้การจัดการเรียนการสอนเชิงพหุวัฒนธรรม ให้กับผู้เรียนได้เป็นพลเมืองที่ดีของประเทศชาติและพลเมืองโลกที่ดีต่อไป

This research aims to study needs of teacher development and to present draft guidelines on teacher development in teaching multicultural about good citizenshipin social studies.This study identifies the Key-informant by using the purposive sampling approachin order to target population covered all parts of the community including teacher or instructor in social learning group and school administrators.Data were collected by interviewing both structured and unstructured data and data analysis using comparable concepts, theory couples up with context. .In addition, descriptive statistics was used, which can be summarized as follows; The results can be summarized as follows; Overall, the needs of teacher developmentin teaching multicultural about good citizenshipin social studiesare necessary. Problems and suggestions are as follows: to build understanding about the meaning of "Multicultural" and methods of teaching multicultural in socialstudies, religionstudies and cultural studies. Draft guidelines on teacher development in teaching multicultural of the good citizenshipin social studies learning are as follows: teaching content integration (Content Integration) , following the principles of justice (Equity Pedagogy)and training teachers or educational persons to make up their knowledge and understand. Key recommendation from this study is the publicity to educate and set up understanding in multicultural to teacher or education persons in all subject areas at all schools, as a result all teachers would teach multicultural to students who are going to become good citizens of the nation and global.
